Dangerous chemicals and dangerous goods belong to different concepts. So how do they distinguish? How are the regulatory conditions different?
Ⅰ.Different sources of regulation
"Article 3 of the regulations on the safety administration of hazardous chemicals (order no. 591 of the state council)" : hazardous chemicals refer to highly toxic chemicals and other chemicals with properties of poisoning, corrosion, explosion, combustion and combustion support, which are harmful to human body, facilities and environment. As can be seen from the definition, "hazardous chemicals" applies to "chemicals".

Department of transportation specified in the "port of dangerous goods safety management regulation" : dangerous goods, is listed in the international maritime organization of the international maritime dangerous goods regulations and national standards (GB12268), the table of the dangerous goods name is explosive, flammable, toxic, infection, corrosive, radioactive and other features, easy to cause person casualties, property damage or harm to the environment and need special protection of the goods.
Department of transportation specified in the "regulation on administration of road transport of dangerous goods": dangerous goods is refers to has the explosive, flammable, poisonous, infection, corrosion and other dangerous characteristics, in production, management, transportation, storage, use and disposal, easy to cause life or personal injury, property damage or environmental pollution and need special protection material and items. By definition, "dangerous goods" applies to both "chemicals" and "articles", with special requirements for the packaging used.
Ⅱ.Different principles of confirmation
The classification of hazardous chemicals is mainly based on the UN GHS system. The classification of hazardous chemicals in China is mainly based on GB 30000 series standards, and its technical content is completely consistent with the fourth revision of the United Nations GHS, emphasizing the hazards of production, storage, circulation, transportation and other links. Hazardous chemicals are divided into 28 categories, including 16 physical hazards, 10 health hazards and 2 environmental hazards.

Under normal circumstances, "listed of hazardous chemicals (2015 edition)" or meeting the confirmed principles in the catalogue are considered as hazardous chemicals. At present, the GHS system (the sixth revision) has expanded the hazardous chemicals to 29 items (the newly added sensitization explosives). At present, the confirmation principle of hazardous chemicals in China still contains only 28 items.
Of dangerous goods classification is based on the United Nations "sample proposal about dangerous goods regulations" (TDG) and its derivative file, including "the international maritime dangerous goods rules", "aviation dangerous goods transportation safety technical regulations", "the rules of the international railway transport of dangerous goods", "the international road transport of dangerous goods agreement", and "the international inland waterway transportation of dangerous goods agreement", mainly for transport links, emphasis on short-term harmfulness, dangerous goods can be divided into nine categories. The confirmation principle of dangerous goods in China is mainly based on the list of dangerous goods product name (GB 12268-2012) and the classification and product name number of dangerous goods (GB 6944-2012), whose technical content is consistent with TDG.
Ⅲ.Different regulatory bodies
Ⅲ.Different regulatory bodies
In China, the main regulatory departments for hazardous chemicals include the emergency management department, the quality inspection bureau, and the ministry of ecology and environment. The supervision department of dangerous goods is mainly the relevant competent authority of transportation, such as the ministry of transportation.
Quick discrimination tips
Quick discrimination tips
Ⅰ. according to the product name and CAS number, directly judge whether it is a dangerous chemical;
Ⅱ. according to the safety data sheet, collect goods alias, closed cup flash point or combined with GHS classification, determine whether to meet the "definition and determination of hazardous chemicals principles";
Ⅲ. according to the UN UN number in the 14th part of the transport information of the safety data sheet, determine whether it is dangerous goods;
Ⅳ. according to the outer packing of goods, whether or not to add a transport label, determine whether or not to belong to dangerous goods;
Ⅴ. according to the classification and appraisal report of hazardous characteristics or goods transportation conditions, determine whether the goods are hazardous chemicals or dangerous goods.
